1. Set Instant Pot to sauté and heat olive oil until shimmering.
2. Add onion and cook until translucent, then stir in garlic.
3. Place chicken in the pot and sprinkle with cumin, chili powder, paprika, salt, and pepper.
4. Pour in green chilies and chicken broth, then secure the lid and set to high pressure for 12 minutes.
5. Perform a quick release, remove and shred the chicken, and return it to the pot.
6. Switch to sauté low, stir in cream cheese until melted, then add heavy cream and cheddar until smooth.
7. Simmer uncovered for 5–10 minutes to thicken, adjust seasoning, and garnish before serving.
